General Membership Meeting Minutes
10 October 2024

A Quorum was established. The meeting was called to order at 7:30 by President Jeff Fasceski
Minutes – Secretary Molly Alonzo – Each member who attended the meeting and provided his/her email address will be asked to review and approve the minutes before it is posted.
Vice President Comments – VP Larry Kinde – Nothing to Report
Financial Report – Treasurer Michelle Hamilton – see attached
Michelle Hamilton and Jeff Fasceski are updating the email address the bank uses to communicate with the new officers responsible for the finances.
Executive Council Reports:
- Membership – Bob Ray – The membership drive, from 1 October to 1 November, has begun and membership dues continue to be $10.00. While our neighborhood membership drive ends 1 November, those still needing to join may do so anytime during the membership/calendar year. All members who have paid by 1 January will be included (if he/she chooses to be included) in the neighborhood directory.
- Dues Update in March 2025 by Jeff Fasceski. There are roughly 480 homes in the civic association. 169 households have paid for 2025, 41 have prepaid for 2026, and 16 have prepaid for 2027.
- Directory – Andrea Lewis – The directory will be finalized in mid-January and sent to the printer shortly thereafter
- Village FaceBook Group – Wendi Dorey – Wendi will post the membership form onto facebook for everyone
- Website – Bob Havey – Bob has been reimbursed for the 2 domains and the president’s email account. The next payment for the hosting package will be on 6 April 2025.
- Neighborhood Watch – Jeff Carter – Nothing to report
Our neighborhood has a passive watch. Members mentioned that a few catalytic converters were stolen from neighborhood cars last month. Members discussed inviting the neighborhood police liaison officer, Officer Briney, to come to our spring meeting to educate us on any trends and/or concerns in our area. In the past, Officer Briney and the local police department have been very helpful with RVES traffic management during school pick up and drop off times, offered car seat safety checks, provided prescription drop-off, and self-defense classes for women.
- Village West Pool – Jen Guernsey – Nothing to Report
The pool recently underwent a major renovation to replace the coping stones, tile, and plaster; the next project is to repave the parking lot.
Village West continues to look for opportunities to host community events, including joint events with the Civic Association. The two communities teamed for another successful National Night Out, providing ice cream to everyone and bringing out local law enforcement and county supervisor Pat Herrity.
E-News – Jeff Fasceski – The e-news is sent out biweekly. Please send information to be included to Jeff Fasceski.

New Business:
- Neighborhood Garbage Collection – In previous years, the civic association would contract a dumpster to help the neighborhood clear out junk from our homes. At the same time, a “2nd chance choral” area was created for items no longer wanted but useful to others. The Civic Association hopes to provide this service again. It will probably occur at the end of May/early June after the annual neighborhood yard sale.
- Rolling Road Median Landscape – The median is maintained by Image works. As the Rolling Road widening project continues, the service will eventually not be needed
- Rolling Road Widening Project Update – nothing new to report other than work on the road continues and to expect traffic interruptions.
- Ratify FY23 Audit Report – vote delayed.
- FY24 Budget (see attached). Budget proposal was unanimously adopted without markups.
