General Membership Meeting Minutes
9 October 2025

A Quorum was established. The meeting was called to order at 7:30pm by President Jeff Fasceski
Minutes from Last Meeting (May 2025) – Secretary Molly Alonzo – minutes from the May meeting were approved by those who attended the meeting and can be found on our website. Similarly, those attending this meeting and who provide their email address will be asked to review minutes from this meeting and approve them for posting.

Financial Report – Treasurer Michelle Hamilton – see attached report
Jeff Fasceski thanked Daniel York for his time auditing, organizing, and streamlining the financial report. He made it much easier to input the bank statements. Both Jeff Fasceski and Michelle Hamilton have reviewed the report, a hard copy was provided for review at the meeting.
Executive Council Reports:
- Membership – Open Position, comments by Jeff Fasceski – Membership drive is ongoing and ends 1 November but, those still needing to join may do so anytime during the membership/calendar year. Jeff mentioned there are approximately 237 current memberships. We have several lapsed memberships and need people to rejoin. The association isn’t an HOA and there are many benefits to joining. Molly Alonzo offered to create a flier advertising the benefits of the association and update each household on their membership status.
- Directory – Andrea Lewis – Did not attend, comments provided by Jeff Fasceski. Jeff has the list of members and will create a draft to go to the printer. Lauren Fasceski recommended creating the directory for 2026 and distributing it in December. The association will need volunteers to help distribute these directories.
- Village FaceBook Group – Wendi Dorey – Did not attend, no comments provided
- Website – Bob Havey – Bob provided the invoices for the president’s email (for the newsletter, etc) and the 2 domain names to Michelle Hamilton, on 9 October, the total is approximately $145.00.
- Neighborhood Watch – Jeff Carter – Did not attend, no comments provided. Jeff Fasceski mentioned that Michelle Hamilton wants to revitalize this program in the spring.
- Village West Pool – Jen Guernsey –
- In the last year the pool has seen several upgrades to include: a new fence, new floor for the lifeguard shack, and new steps to more easily enter the pool.
- The next huge project is a new parking lot. This will cost approximately $50-$60,000.
- Membership has started to decline from the highs of the last few years. This might be due to job disruptions. Jen is hoping to stabilize the decline to enable the massive update of the parking lot.
- She is looking into various fundraising options to help raise money for future needed updates.
- CAWSV offered to add advertising of the pool in its upcoming membership flier which will be distributed to both eligible WSES and RVES neighborhoods. The pool offered to help with distribution of fliers.
- Also discussed was adding to the August calendar a Civic Association Day at the pool. This will be brought up at the next pool’s board meeting.
- Jen plans to step down from her position managing the pool in about 2 years and is looking for the next neighbor to step forward to fill it.

New Business:
Rolling Road Widening Project Update – project is still on schedule. There is night work currently going on with water main service tie-ins. The work scheduled for Tuesday night 10/7-10/8 and Thursday night 10/9-10/10, weather permitting. As for the construction updates, work will continue on the storm sewer installation, finishing the water main installation, sound wall, retaining wall construction, and then curb/gutter/sidewalk installation for the current phase. This phase is expected to last until Fall 2026.
- Ratify FY25 Audit Report – Daniel York verified by Jeff Fasceski and Michelle Hamilton.
- FY26 Budget (see attached). Budget proposal was unanimously adopted without markups.
- Questions/Comments:
- Several of the houses in our neighborhood are starting to receive new gas lines and meters. It is unknown which houses, or in which order our houses will get these updates. But the gas company or the contractor will knock on the door to let the homeowner know a day or two ahead of time. Once updated there are asphalt sections on the sidewalks where the gas lines have been changed.
- Medians will be added back to Rolling Rd. Not sure whether the medians will be concrete or areas with grass
